From Qingdao to Bristol, cargo moves through Qingdao's Qianwan terminals, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Bristol.
The UK side asks for an S&S GB declaration, a battery producer registration and harbour notice. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
An S&S GB entry summary 24 hours before loading, UK battery producer registration with a BPRN, and 24-hour dangerous goods notice to the harbour master.

Where this route gets difficult
Listed from loading in Qingdao to import into United Kingdom, each with what we do about it.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
UK rules require appliances with built-in batteries to be designed so that the end user can readily remove the battery, or, where that is not possible, an independent qualified professional can, with instructions naming the battery type. The design question sits with the manufacturer, long before the goods reach Bristol.
What Anxin does: When appliances with built-in batteries are booked for the UK we remind the importer of the removability rule so the manufacturer can answer it before shipment; we do not assess compliance.
UK battery producers register with the environmental regulator through the National Packaging Waste Database and report every year the tonnage and chemistry of the batteries they placed on the market. Distributors and retailers supplying more than 32 kg a year also have to offer free take-back of waste portable batteries.
What Anxin does: We give the UK importer the battery weight and chemistry for each shipment from our booking data, which it can use for its annual return; the registration itself stays with the producer.
A UK producer placing more than a tonne of portable batteries a year must be in a battery compliance scheme, joined by 15 October before the compliance year; the scheme registers and reports for it. Smaller producers register themselves on the NPWD and report their tonnage and chemistry by 31 January.
What Anxin does: We ask the UK importer whether it is a large or small portable producer and which scheme covers it, and put battery weights per chemistry on the packing list.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Annual tonnage return missing shipments | UK producer | Weight and chemistry recorded per shipment | Importer / producer |
Questions
At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
