This route runs through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules, then follows an Arabian Sea passage towards the Gulf; at the far end is a port where the MSDS and hazardous manifest must reach terminal planning 72 hours before the ship.

Where this route gets difficult
Listed from loading in Shanghai to import into Bahrain, each with what we do about it.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Sailings between June and September cross the Arabian Sea during India's southwest monsoon, when rough seas and squalls regularly disrupt port operations along the route and test how well the cargo is secured inside the container.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
APM Terminals Bahrain handles all hazardous classes at Khalifa Bin Salman Port, but the shipping agent must send the MSDS and cargo manifest for every hazardous container to its planning team at least 72 hours before the vessel arrives. Class 9 batteries do not need the government approvals required for classes such as 1 or 7, so the 72-hour paperwork is the gate.
What Anxin does: We send the carrier the SDS for each battery type with the DG declaration at booking, so the agent has it well before the 72-hour point for Khalifa Bin Salman Port.
In Bahrain the customs bill of entry comes before the import, not after discharge, and the usual route is a registered, licensed clearing agent working to Bahrain Customs procedures.
What Anxin does: We ask the importer which licensed clearing agent will lodge the bill of entry and send that agent the invoice, packing list and DG details as soon as the ship sails from Shanghai.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Bahrain import papers. We compare all three before confirming space.

The importer or its local agent completes the bill of entry before import; a registered, licensed clearing agent is recommended.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
