What to watch between Shanghai and Damietta: 5 points

In the order the cargo meets them: at the loading port, at sea, at Damietta and at customs in Egypt.

  1. Origin port

    Photo evidence before Shanghai issues the packing certificate

    Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.

    What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Origin port

    Shanghai MSA spot-checks after the filing too

    Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  3. Sea corridor

    The round-Africa alternative

    Services that avoid the Red Sea, 43% of the Mediterranean total, go round the Cape of Good Hope and re-enter through Gibraltar. SAMSA estimates that about 200 of the 576 containers lost at sea in 2024, 35% of the total, went overboard near the Cape.

    What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  4. Import country

    No ACID on the bill of lading, no unloading

    Egypt's Advance Cargo Information system needs a 19-digit ACID number, obtained by the Egyptian importer on Nafeza before the cargo leaves Shanghai, on every shipping document including the bill of lading. Customs' own guidance is blunt: bills of lading without an ACID are not unloaded, and the goods are re-shipped out of Egypt at the carrier's expense.

    What Anxin does: We do not release a booking for Damietta until the importer has sent the ACID number, and we check it appears on the bill of lading draft, invoice and packing list.

  5. Import country

    CargoX uploads 48 hours before arrival

    Egypt puts part of the clearance work on the Chinese exporter: a verified CargoX account and, for sea cargo, invoice, bill of lading, packing list and certificate of origin uploaded at least 48 hours before the ship reaches Damietta.

    What Anxin does: We check with the shipper in Shanghai that its CargoX account is verified before booking, and remind it to upload the document set as soon as the bill of lading is issued.

What to have ready: Shanghai to Damietta

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.
