Lithium batteries for Helsinki go from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals. On the way they face a long Europe voyage extended through the Danish straits into the Baltic, and they arrive at the port of Helsinki.

Finland keeps its battery producers in a national register at the Finnish Supervisory Agency. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.

Where this route gets difficult

5 pain points from Shanghai to Helsinki

Listed from loading in Shanghai to import into Finland, each with what we do about it.

  1. Origin port

    Shanghai MSA spot-checks after the filing too

    Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Sea corridor

    Ice-class restrictions in the northern Baltic

    Every winter Finland's Transport Infrastructure Agency sets traffic restrictions for its ports: only ships of a stated ice class and deadweight get icebreaker assistance. Exemption requests must be in at least three working days before arrival, and the restrictions for the Baltic are published on baltice.org. A feeder without the right ice class may not be allowed to call at Helsinki in the restriction period.

    What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Helsinki and ask the carrier to confirm that the final feeder has the required ice class before we book.

  3. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Finland carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Finland asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Finland importer. We check that the documents exist and match the goods; we do not assess conformity.

  4. Import country

    The ICS2 entry summary is due before loading in Shanghai

    Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Shanghai leaves the box on the quay.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shanghai cut-off.

  5. Import country

    The truck leg out of Helsinki runs under ADR

    Road delivery from Helsinki is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the Finland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Shanghai.

Documents & compliance

Checklist for Shanghai → Helsinki

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

  • Per-container evidence file (UN38.3 summary, SDS, photos, short-circuit protection) kept for Shanghai MSA spot checks

  • Haulier in Finland briefed with UN number, class 9 and tunnel code (E) for the road leg

  • Label and QR-code status against the August 2026 and February 2027 dates

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Finland import papers. We compare all three before confirming space.

Questions

Common questions on the Shanghai → Helsinki route

24 hours before the container is loaded in China, not before it reaches Helsinki. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
