This route runs from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, then follows a long Europe voyage extended through the Danish straits into the Baltic; at the far end is the port of Pori.

Where this route gets difficult

5 pain points from Shanghai to Pori

They run from the Shanghai terminal through the voyage to Pori and the Finland import file.

  1. Origin port

    Fire-rating proof for Shanghai stuffing warehouses

    Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Sea corridor

    The Asia leg decides Suez or the Cape

    Up to the Danish straits the voyage matches North Europe's: Sea-Intelligence put Red Sea routing at 27% for North Europe services in September 2026, so most containers still sail round the Cape of Good Hope, where SAMSA estimates about 35% of the containers lost in 2024 went overboard.

    What Anxin does: We quote the Suez and Cape routings separately when both are offered and apply the CINS stuffing checks strictly on Cape sailings.

  3. Import country

    The ICS2 entry summary is due before loading in Shanghai

    For Pori, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Shanghai. No filing means no loading, and a missing EORI number is enough to reject it.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shanghai cut-off.

  4. Import country

    The importer's name and address on the battery

    A battery entering Finland has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Pori.

    What Anxin does: We pass the Finland importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  5. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Finland can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Finland importer; we do not test batteries.

What to have ready: Shanghai to Pori

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging

  • Transhipment port, feeder operator and feeder DG acceptance named on the booking
  • UN 38.3 test summary for every cell and battery type

  • Label and QR-code status against the August 2026 and February 2027 dates

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
