Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Bremerhaven and at customs in Germany.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Ships of 5,000 GT and above calling at EU ports, Bremerhaven included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Bremen's port ordinance requires dangerous goods to be reported electronically, through the port information system, to the handling facility or the port authority before they arrive in the port area. The ship itself sends an electronic arrival notification at least 24 hours before entering. For a class 9 container from Shanghai the terminal's picture of the box comes from that report.
What Anxin does: We keep the dangerous-goods data on the booking final before departure and pass corrections to the carrier straight away, so the Bremerhaven report matches the container.
The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Germany importer's details need to reach the factory before printing.
What Anxin does: We pass the Germany importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Germany increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Germany we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Germany may be asked by market surveillance to demonstrate compliance.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Germany importer; we do not test batteries.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Germany import file. We check the three against each other before the booking is confirmed.

Questions
The registration is needed before the batteries are first made available on the German market, by whoever is the producer for that market. A company without a German establishment has to act through one authorised representative in Germany, and since 2026 each battery category must also be covered by an approved OfH. Shipping can start earlier, but goods without a valid registration cannot be sold in Germany once they arrive, so we ask for the registration number at booking.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
