Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Ashdod and at customs in Israel.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Ashdod most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Ashdod uses and name it on the quote, together with any war-risk or emergency surcharge.
Under a temporary procedure Ashdod Port issued on 13 June 2025, to apply until further notice, any vessel carrying hazardous materials needs prior approval from Israel's Administration of Shipping and Ports, and ships with classes 1, 2.1 or 2.3 are kept out. Agents must send a full HAZMAT list, split into import, export and transit, 48 hours before arrival, or the ship's entry may be delayed.
What Anxin does: We ask the carrier whether the procedure is still in force for its call at Ashdod, and give it the class 9 details at booking so they are in the 48-hour HAZMAT list.
Since January 2025 Israel's 'What's Good for Europe is Good for Israel' reform lets many products in on the basis of the adopted EU regulation. The importer files a declaration, adds an EU declaration of conformity or proof of lawful EU marketing for higher-risk groups, and keeps a product file. Batteries made only for the Chinese market have no EU paperwork to lean on.
What Anxin does: We ask the manufacturer in Shanghai for the EU declaration of conformity and test reports behind it, and pass them to the Israeli importer for its declaration and product file.
