From Shanghai to Aqaba, cargo moves from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, crosses a corridor drawn through Bab-el-Mandeb and up the Red Sea, and is discharged at a terminal that decides, box by box, whether dangerous goods go to the yard or straight onto trucks.
Jordan lets only an authorised forwarding agent file the electronic customs declaration. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
They run from the Shanghai terminal through the voyage to Aqaba and the Jordan import file.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
The Red Sea is one of the warmest seas in the world. China MSA guidance asks for battery containers on deck to be shaded from direct sun and kept away from heat sources.
What Anxin does: We put the stowage request (shaded, away from heat) on the booking and in the DG declaration remarks.
At Aqaba Container Terminal the agent emails the DG arrival declaration and MSDS to the terminal at least 24 hours before the ship arrives, and the terminal confirms how each container will be handled: yard storage, direct delivery or a security committee procedure. For the last two, the consignee's trucks must be waiting at least 2 hours before the crane starts on that bay.
What Anxin does: We send the SDS with the DG declaration at booking and tell the importer to have trucks and its clearance agent ready in case Aqaba assigns direct delivery.
Only an authorised forwarding agent in Jordan can process the customs declaration, and it must be filed electronically. The invoice can be in English, but the importer has to provide an Arabic translation, usually written on the invoice itself.
What Anxin does: We send the invoice and packing list to the forwarding agent early enough for the Arabic translation and electronic filing to be done before discharge at Aqaba.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Jordan import file. We check the three against each other before the booking is confirmed.

Questions
No, but the importer must provide an Arabic translation, and only an authorised forwarding agent can file the electronic customs declaration.
Either through Bab-el-Mandeb, on the same vessel or after transhipment, or the long way round Africa and south through the Suez Canal. Container lines were being selective in September 2026, so we ask each carrier for its current routing and name it, with any risk surcharge, in the quote.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
