Where this route gets difficult

Where Shanghai → Klaipeda shipments get held up: 5 points

  1. Origin port

    Photo evidence before Shanghai issues the packing certificate

    Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.

    What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Klaipeda is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

    The ICS2 entry summary is due before loading in Shanghai

    Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Shanghai leaves the box on the quay.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shanghai cut-off.

  4. Import country

    The importer's name and address on the battery

    A battery entering Lithuania has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Klaipeda.

    What Anxin does: We pass the Lithuania importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  5. Import country

    Safety documentation for stationary storage systems

    Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Lithuania increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Lithuania we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Lithuania import papers. We compare all three before confirming space.

Questions about shipping from Shanghai to Klaipeda

No. Under the Battery Regulation producers register in each Member State where they first make batteries available, and the authority has up to 12 weeks to grant a complete application. A producer without an establishment in Lithuania needs an authorised representative there.
