Lithium batteries for Gdynia go through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules. On the way they face a long Europe voyage extended through the Danish straits into the Baltic, and they arrive at a Baltic port where the harbour master sets conditions for handling each dangerous-goods cargo.
The Polish side adds the BDO number to the EU battery rules. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.
A BDO register entry for battery introducers with its number on the documents, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
Listed from loading in Shanghai to import into Poland, each with what we do about it.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Cargo for Gdynia has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
In the ports supervised by the Maritime Office in Gdynia, the dangerous goods on an arriving ship are declared through the National Single Window at least 24 hours ahead, or on departure from the previous port on a short leg, which is common for Baltic feeders. The harbour master then gives consent and sets conditions for entry and handling.
What Anxin does: Because most Chinese cargo reaches Gdynia by feeder, we check the DG data are final before the mainline ship leaves Shanghai, so the feeder's declaration is not built on a draft.
Road delivery from Gdynia is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Poland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Shanghai.
The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.
What Anxin does: Before booking we ask the Poland importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Poland can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Poland importer; we do not test batteries.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Poland import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Container refused for loading: photos late, off-site or not matching EDI data | Yangshan / Waigaoqiao | Photo upload checked against EDI data before the certificate is sent | Packing inspector, checked by Anxin |
| Feeder operator does not accept the UN numbers | North Sea hub | DG acceptance for the feeder leg confirmed | Anxin with the carrier |
| Feeder's declaration differs from the mainline booking | Port of Gdynia | DG data final before the mainline departure | Carrier / agent |
| Stock shipped without the label due from August 2026 | Importer in Poland | Label status confirmed before booking | Manufacturer / importer |
Questions
Through the National Single Window, at least 24 hours before arrival or at departure from the previous port on a shorter voyage; the harbour master then sets conditions for entry and handling.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
