Where this route gets difficult
They run from the Shanghai terminal through the voyage to Ambarli and the Turkey import file.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
The 43% of Mediterranean services not using the Red Sea sail round the Cape of Good Hope, then back through Gibraltar. SAMSA estimates about 200 of the 576 containers lost at sea in 2024 went overboard near the Cape, 35% of the year's total.
What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
Under Communiqué 2017/15, battery imports are inspected through the TAREKS system on a risk-analysis basis, and the inspection happens before the customs declaration can be registered. The importer is legally responsible for the goods' compliance, so conformity documents need to be ready when the container reaches Ambarli.
What Anxin does: We send the importer the manufacturer's declaration of conformity, test reports and product photos before loading, for its TAREKS application.
In Türkiye a distributor may not sell a battery brand that has no collection system behind it and must take back waste batteries free of charge, so the brand's registration decides whether stock can go on sale.
What Anxin does: We ask the importer to confirm the brand is registered in its collection system before the first shipment leaves Shanghai.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Turkey import papers. We compare all three before confirming space.
