Shanghai to Khalifa Port

Lithium batteries for Khalifa Port go through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules. On the way they face a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and they arrive at Khalifa Port, whose DG guideline names lithium batteries and asks for an SDS-based approach to each product.
The UAE side wants a consignee licensed in the emirate or free zone of import and HS codes on every packing-list line. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
Listed from loading in Shanghai to import into United Arab Emirates, each with what we do about it.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Khalifa Port lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.
What Anxin does: We ask each carrier whether it is currently calling at Khalifa Port, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
Abu Dhabi Ports must be told about every dangerous good before it enters the port, including cargo staying on board in transit. For imports, the ship agent notifies AD Ports 24 to 48 hours before the vessel arrives, listing container number, packages, proper shipping name, UN number, class and quantity. Inaccurate data breach the port rules and can delay the ship or the box.
What Anxin does: We check that the UN number, proper shipping name, package count and weight on our booking match the shipper's DG declaration, so the notification for Khalifa Port is right first time.
To collect the delivery order and clear goods in the UAE, the consignee submits the commercial invoice, a certificate of origin approved by the chamber of commerce in the country of origin, a packing list showing weight, packing method and the HS code of every item, and the bill of entry. A packing list without per-item HS codes is incomplete.
What Anxin does: We prepare the packing list with an HS code, weight and packing method on every line and have the certificate of origin issued through a Chinese chamber of commerce before the ship reaches Khalifa Port.
A UAE import is tied to a trade licence: mainland imports need a licence from the emirate's Department of Economic Development, while a free zone licence covers that free zone only. The consignee on the bill of lading for Khalifa Port has to hold the licence that matches the goods' destination.
What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Questions
The ship agent notifies AD Ports of imported dangerous goods 24 to 48 hours before the vessel arrives, with IMDG data for each container.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
