Lithium batteries for Cork go out of Shenzhen's Yantian and Shekou terminals. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Cork.
The Irish side adds PRL registration to the EU battery rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Cork and at customs in Ireland.
June to October is the regional tropical cyclone season according to the Hong Kong Observatory, peaking July to September. Because DG boxes need approved MSA filings and a signed packing certificate before loading, a gate closure or rolled vessel in those weeks can move the entire document chain to another sailing.
What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Ireland may be asked by market surveillance to demonstrate compliance.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Ireland importer; we do not test batteries.
Ireland treats the first company to place batteries on its market as the producer, and that includes batteries inside products and distance sales. Producers register with Producer Register Limited, join an approved compliance scheme such as WEEE Ireland or ERP Ireland, and, if they have no legal presence in Ireland, act through an Irish authorised representative.
What Anxin does: We ask the Irish importer for its PRL registration and scheme before booking, so the goods are not waiting at Cork for paperwork.
For Cork, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Shenzhen. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shenzhen cut-off.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shenzhen export filings, the carrier booking and the Ireland import papers. We compare all three before confirming space.

Questions
24 hours before the container is loaded in China, not before it reaches Cork. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
