This route runs from factories around the Pearl River Delta through Yantian or Shekou, then follows a Suez-or-Cape voyage that ends with the Danish straits and the Baltic; at the far end is the port of Riga.

Latvia applies the EU Battery Regulation, starting with registration in its own national producer register. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult

5 points to plan for on the Shenzhen → Riga route

Listed from loading in Shenzhen to import into Latvia, each with what we do about it.

  1. Origin port

    Typhoon season squeezes Shenzhen cut-offs

    The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Sea corridor

    The Danish straits and a possible feeder change

    Every box for Riga passes the Danish straits, where IMO recommends pilotage on Route T for ships with a draught of 11 m or more and the Danish Maritime Authority reports non-compliant ships to their flag state. If the container is moved to a feeder at a North Sea port, that second vessel must also accept the UN numbers.

    What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.

  3. Import country

    A producer registration in Latvia before the first sale

    The Battery Regulation makes registration national: whoever first makes batteries available in Latvia must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Latvia cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Latvia.

    What Anxin does: At booking we ask which company is the producer of record in Latvia and for its registration number there, so a missing registration surfaces while the goods are still in Shenzhen rather than after discharge in Riga.

  4. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Latvia can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Latvia importer; we do not test batteries.

  5. Import country

    Battery label from August 2026, QR code from February 2027

    Two marking dates fall into current shipping plans for Latvia: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.

    What Anxin does: Before booking we ask the Latvia importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

Documents & compliance

What to have ready: Shenzhen to Riga

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Shenzhen

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shenzhen filings, the carrier booking and the Latvia import file. We check the three against each other before the booking is confirmed.

Questions

Common questions on the Shenzhen → Riga route

ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).

Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.

Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
