This route runs from factories around the Pearl River Delta through Yantian or Shekou, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is the port of Beirut.
Lebanon clears on a SAD declaration backed by proof of payment, the sales contract and a delivery order. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult
Loading port first, then the sea leg, then Beirut and the Lebanon market.
Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.
What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.
Much Shenzhen battery export is stuffed inland and trucked to the terminal. In May 2026 Yantian MSA and Dongguan MSA ran a cross-regional 'one-box' pilot: four battery containers were inspected jointly at the Dongguan factory and loaded at Yantian without being opened again. It shows that the inspection record made at the factory is what matters at the terminal.
What Anxin does: We ask at booking whether your factory and the terminal's MSA office can use the one-box arrangement, and we have stuffing photos, the packing certificate and the DG declaration match exactly, so the container is not held for re-inspection.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Beirut most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Beirut uses and name it on the quote, together with any war-risk or emergency surcharge.
Lebanon's import file is longer than most: a SAD-based declaration, the bill of lading, packing list, original commercial invoice, a delivery order proving ownership, proof of payment showing the exact value of the shipment and the contract of sale between importer and seller. If the payment evidence does not match the invoice value, clearance at Beirut stalls.
What Anxin does: We make sure the invoice value, the sales contract and the payment reference the buyer will show customs all describe the same shipment before the documents are released.
Lebanese customs needs a certificate of origin issued in the exporting country whenever the commercial invoice does not state where the goods were made. Printing 'Made in China' on the invoice avoids an extra document.
What Anxin does: We state the country of origin on every commercial invoice for Beirut, and arrange a certificate of origin when the buyer asks for one.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Shenzhen filings, the booking with the carrier and the documents for Lebanon before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Beirut.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Container reopened at the terminal because records do not match | Factory → Yantian | Photos, packing certificate and DG declaration cross-checked before trucking | Anxin |
| Packaging certificate and MSA filing disagree; shipment flagged | Dongguan → Yantian | Line-by-line comparison before filing | Anxin with the declarant |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Payment evidence does not match the invoice | Lebanese Customs | Invoice, contract and payment checked together | Importer / shipper |
Questions
A SAD-based declaration, bill of lading, packing list, original invoice, delivery order, proof of payment of the exact value and the contract of sale; commercial importers add a Social Security quietus.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Yes, provided a certified packing inspector supervises the stuffing and signs the container packing certificate. Since May 2026 Yantian and Dongguan MSA have also piloted joint factory inspection so the container can be loaded at Yantian without reopening; we check whether your shipment can use it.
