Where this route gets difficult

What to watch between Shenzhen and Southampton: 5 points

They run from the Shenzhen terminal through the voyage to Southampton and the United Kingdom import file.

  1. Origin port

    Packaging certificates are now visible to both customs and MSA

    Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

    Container losses off South Africa

    Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.

    What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Destination port

    Notice to the Harbour Master before the Nab or Needles

    Southampton's Harbour Master needs written notice of dangerous substances at least 24 hours before the ship reaches the Nab or Needles, the entrance to the Solent, not the berth. The notice lists technical name, UN number, quantity, class and packages for each substance, and on short final legs it comes from the last port of call.

    What Anxin does: We give the carrier the exact technical name, UN number and package count for the batteries at booking, so the Solent notice does not need correcting at sea.

  4. Import country

    Road haulage from Southampton under the carriage regulations

    Once the box is off the quay at Southampton, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.

    What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Southampton matches what left Shenzhen.

  5. Import country

    UK substance limits and the Pb marking

    The UK limits mercury to 0.0005 % and cadmium to 0.002 % by weight in batteries, with listed exceptions, and a battery with more than 0.004 % lead must show the symbol Pb below the bin symbol. OPSS enforces these rules for batteries sold in the UK.

    What Anxin does: We ask the manufacturer for a substance statement covering mercury, cadmium and lead and file it with the shipment documents for the UK importer; we do not test batteries.

Documents & compliance

Documents to line up for Shenzhen → Southampton

  • UK haulier briefed with UN 3480 class 9 details for road carriage under ADR
  • Battery weight and chemistry per shipment for the importer's NPWD return
  • Importer's GB or XI EORI and CDS subscription confirmed; declarant named

Common questions on the Shenzhen → Southampton route
