From Tianjin to Le Havre, cargo moves through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay, crosses a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and is discharged at a Seine-estuary port where the agent declares dangerous goods in TIMAD a day before arrival.

Where this route gets difficult
They run from the Tianjin terminal through the voyage to Le Havre and the France import file.
In July 2026 Tianjin MSA acknowledged that long document reviews under its traditional model often caused firms to miss the vessel's document cut-off, leaving cargo in port for another ship. The new appointment-based green channel, more than 50% faster with a fixed document list, is for new-energy-vehicle cargo; battery shipments should not count on it.
What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.
Ships of 5,000 GT and above calling at EU ports, Le Havre included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
At Le Havre the ship's agent declares dangerous goods to the Harbour Master's Office through TIMAD, the mandatory regulatory tool, or through the AP+ community system, at least 24 hours before arrival (or on leaving the previous port on a short leg). The agent can only declare what the booking says.
What Anxin does: We confirm the batteries' UN number, packing group and package count with the carrier before the vessel leaves Tianjin, and pass any correction on the same day.
For Le Havre, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Tianjin. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Tianjin cut-off.
Until 2025 the French batteries stream covered portable batteries. From 18 August 2025 producers of all five categories, including industrial and EV batteries, must join an approved eco-organisme or have an individual system approved. Batribox and ecosystem hold approvals for all categories to the end of 2030; Corepile's members now deal with ecosystem.
What Anxin does: For storage and industrial packs we ask which eco-organisme covers the category, because an ESS shipment to Le Havre falls under the same rule as consumer cells.
Two marking dates fall into current shipping plans for France: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.
What Anxin does: Before booking we ask the France importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for France before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Le Havre.

Questions
24 hours before the container is loaded in China, not before it reaches Le Havre. Without it carriers do not load the box, and a filing without an EORI number is rejected.
