Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Shuaiba and at customs in Kuwait.
Export dangerous-goods packaging must pass use appraisal in China before the goods can leave. Tianjin port's 2025 measures shortened appraisal time for lithium battery exports through quick release, and Tianjin Port Group handles lithium DG containers, but without the appraisal certificate the rest of the filing cannot proceed.
What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.
Every winter the Bohai Sea ices over, and the Haihe estuary at Tianjin is one of the harder-hit areas. For 2021/22 the national marine forecast centre put the peak ice period between mid-January and mid-February, with floating ice about 5 nautical miles out in Bohai Bay. Ice and cold slow port work just as the Chinese New Year peak arrives.
What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.
Shuaiba lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.
What Anxin does: We ask each carrier whether it is currently calling at Shuaiba, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
For Shuaiba, the bill of lading needs the name of the Kuwaiti import licence holder, who must be a Kuwaiti citizen or a broker registered with the Ministry of Commerce and Industry. The licence runs for a year and covers several shipments.
What Anxin does: We ask the buyer for the licence holder's exact company name before the bill of lading is drafted and use it as consignee.
Kuwait asks for a commercial invoice in one original and two copies, legalised by a chamber of commerce, a legalised certificate of origin, a stamped packing list and three copies of the bill of lading. Legalisation happens in China before the documents travel, so it has to be planned alongside the booking.
What Anxin does: We start the chamber legalisation of the invoice and certificate of origin in China as soon as the invoice is final, so the originals reach the Kuwaiti agent before the ship arrives in Shuaiba.
