Where this route gets difficult

Where Tianjin → Rotterdam shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Rotterdam and at customs in Netherlands.

  1. Origin port

    At Tianjin the port slot is booked before the truck leaves the factory

    Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.

    What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Rotterdam is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Destination port

    Portbase notification per container, sent once the ship sails for Rotterdam

    Rotterdam's Harbour Master expects the dangerous goods on an inbound ship to be notified through Portbase as soon as possible after it leaves its previous port. The notification lists hazardous substances container by container, so each class 9 box from Tianjin has to be described exactly as it was booked.

    What Anxin does: We make sure the UN number, proper shipping name, packages and weights on the booking match the shipper's declaration before loading, so the container-level Portbase data for Rotterdam line up with the box.

  4. Import country

    Battery label from August 2026, QR code from February 2027

    The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

    What Anxin does: Before booking we ask the Netherlands importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  5. Import country

    Supply-chain due diligence moved to August 2027

    The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Netherlands are already asking suppliers for the supply-chain data they will need.

    What Anxin does: We pass the Netherlands buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Questions

Common questions on the Tianjin → Rotterdam route

24 hours before the container is loaded in China, not before it reaches Rotterdam. Without it carriers do not load the box, and a filing without an EORI number is rejected.
