Lithium batteries for Dammam go from North China through Tianjin Xingang. On the way they face an Arabian Sea passage where GNSS interference is reported off the Gulf of Oman, and they arrive at the port of Dammam.

On the Saudi side every consignment needs its own SABER shipment certificate and Arabic-language labels. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Tianjin Xingang export
  • Factory-supervised loading
  • SABER shipment certificate
  • Arabic label artwork
  • SABER product certificate

Route profile

How Tianjin → Dammam differs from other lanes

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Where this route gets difficult

Where Tianjin → Dammam shipments get held up: 5 points

Listed from loading in Tianjin to import into Saudi Arabia, each with what we do about it.

  1. Origin port

A slow document review at Tianjin can mean a missed vessel

Tianjin MSA itself said in July 2026 that, under the traditional review model, long document reviews often made firms miss the vessel's document cut-off, leaving cargo in port to be re-allocated to another ship. Its new fast-track green channel (appointment-based, more than 50% faster, with a fixed document list) is for new-energy-vehicle cargo; battery shipments should not assume they qualify.

What Anxin does: We submit the cargo report with the full document set (safe-carriage declaration, SDS, packing certificate, packaging certificate) days before the cut-off rather than on the day, and treat any MSA query as same-day work.

  2. Origin port

Packaging appraisal comes first, even with Tianjin's quicker release

China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.

What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.

  3. Sea corridor

Monsoon seas on the Arabian Sea leg, June to September

Sailings between June and September cross the Arabian Sea during India's southwest monsoon, when rough seas and squalls regularly disrupt port operations along the route and test how well the cargo is secured inside the container.

What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.

  4. Import country

A complete manifest, HS code and DG details included, 72 hours out

Saudi manifest rules now bite before the vessel reaches Dammam: data due in FASAH 72 hours ahead for long-haul arrivals (since October 2025), and from May 2026 a 6-digit HS code, cargo size and the dangerous-goods details on every import manifest, or it is rejected.

What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Dammam is complete well before the 72-hour point.

  5. Import country

Arabic label content has to match the certificate

Labels must be in Arabic, or Arabic and English, firmly fixed, and must carry the product name and model, the brand or manufacturer, 'Made in China', the supplier's name and address, whether the battery is rechargeable, and its ratings. A carton printed only in English or Chinese, or with a model number that differs from the SABER record, is a common reason for a hold.

What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Tianjin.

Documents & compliance

Checklist for Tianjin → Dammam

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Tianjin end

  • Packaging use-appraisal certificate issued before the MSA cargo report is filed
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Stuffing plan on pallets (Saudi palletisation rule) with blocking and bracing photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • 6-digit HS code, UN number, class, packages and weights for the FASAH manifest, given at booking

At the Saudi Arabia end

  • Arabic (or Arabic + English) label artwork with model, origin, supplier and ratings
  • Accredited test reports behind the product certificate (e.g. IEC 62133-2 for portable lithium batteries)
  • Invoice, bill of lading and certificate of origin with the broker for the FASAH declaration 48 hours before arrival

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Tianjin filings, the carrier booking and the Saudi Arabia import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Tianjin → Dammam: questions we are asked

Yes, as a rule. Saudi ports have required palletised containerised imports since 8 May 2025, with exemptions only by approval for goods that cannot be palletised.

Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.

The green channel Tianjin MSA announced in July 2026 is for new-energy-vehicle cargo. For battery containers we plan on the normal review and file early, because Tianjin MSA has said long reviews under the traditional model often cost firms their vessel cut-off.
