Tianjin to Jubail
Bohai Sea · Bohai Strait · Taiwan Strait · Malacca Strait · Indian Ocean · Gulf of Oman · Strait of Hormuz · Persian Gulf
This route runs through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay, then follows an Arabian Sea passage towards the Gulf; at the far end is the port of Jubail.
Saudi clearance hinges on SABER certificates issued before the cargo lands. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile
An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.
A SASO technical regulation that covers lithium batteries, SABER product and shipment certificates, and Arabic labelling checked at the border.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Jubail and at customs in Saudi Arabia.
Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
China requires use appraisal of export dangerous-goods packaging before the goods may be exported. Tianjin port's 2025 facilitation measures shortened packaging appraisal time for lithium battery exports through quick release, and Tianjin Port Group provides port services for lithium DG containers, but the appraisal certificate is still a precondition for the rest of the filing.
What Anxin does: We check at quotation that the packaging maker has its performance appraisal and apply for the use appraisal as soon as the packing is fixed, so the certificate is in hand before the MSA filing.
The JMIC reports persistent GNSS jamming and spoofing across the Gulf of Oman, the Arabian Gulf and the Hormuz approaches, with AIS positions and speeds that do not add up; the Gulf of Oman and the Arabian Sea are rated MODERATE. Arrival estimates built on public ship tracking are less dependable on this leg.
What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Jubail.
Since 29 October 2025 the Saudi ports authority and ZATCA want cargo manifest data in FASAH at least 72 hours before arrival for ships coming from distant ports such as Tianjin, and late filing is fined. From 1 May 2026 the manifest must also carry the 6-digit HS code, cargo size data and, for dangerous goods, their type and details; a manifest with inaccurate data is rejected.
What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Jubail is complete well before the 72-hour point.
Saudi Arabia has required containerised imports to be palletised since May 2025, with a 12-month phase-in and approval-only exemptions for bulk, heavy or oversized goods, so battery cartons loose on the container floor are not an option for Jubail.
What Anxin does: We plan the stuffing in Tianjin on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Tianjin export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Box sent to the terminal inspection yard because declared data do not match | Beijiang / Dongjiang terminals | Declaration, packing certificate and container number cross-checked before trucking | Anxin |
| Manifest rejected or fined for missing HS code or DG details | FASAH / Saudi port of discharge | Complete DG and HS data passed to the carrier at booking | Carrier, with data from Anxin |
| Floor-loaded container not accepted under the palletisation rule | Saudi port of discharge | Pallets planned in the stuffing instructions | Shipper / packing site |
Questions
In FASAH at least 72 hours before arrival for ships from distant ports such as China, and since 1 May 2026 it must include the 6-digit HS code, cargo size and the dangerous-goods details, or it is rejected.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
