Lithium batteries for Jebel Ali go through Tianjin, with its Beijiang and Dongjiang terminals on the Bohai Bay. On the way they face an Arabian Sea passage towards the Gulf, and they arrive at a port that accepts hazardous cargo only by prior agreement with DP World and the port authority.

Where this route gets difficult
Listed from loading in Tianjin to import into United Arab Emirates, each with what we do about it.
Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.
What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.
Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.
What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.
Jebel Ali lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.
What Anxin does: We ask each carrier whether it is currently calling at Jebel Ali, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
DP World's rules for Jebel Ali accept cargo containing hazardous materials only if the Port Operator, together with the Port Authority, has agreed to it in advance, and both reserve the right to refuse it at their discretion. Handling follows the Emirate of Dubai's Code of Practice on the Management of Dangerous Goods as well as the IMDG Code, and the vessel's dangerous cargo declaration lists each box.
What Anxin does: We book class 9 cargo for Jebel Ali only once the carrier has confirmed DG acceptance for the call, and make sure the UN number and class on our booking are the ones in the vessel's dangerous cargo declaration.
The UAE's System for the Control of Renewable Energy Products (Cabinet Decision No. 10 of 2020) covers PV modules, inverters, interface protection and cells and batteries. MoIAT requires certification under its ECAS or EQM schemes before these products clear customs, so an energy-storage shipment for Jebel Ali without it waits on the quay.
What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Tianjin filings, the carrier booking and the United Arab Emirates import file. We check the three against each other before the booking is confirmed.

Questions
Hazardous cargo is accepted only when agreed in advance by DP World and the port authority, which may refuse it; it is then handled under Dubai's dangerous goods code of practice and the IMDG Code.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
