Lithium batteries for Antwerp go out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at a port where the dangerous goods message (IFTDGN) must reach the Harbour Master's Office a day before the ship.
The Belgian side adds Bebat producer responsibility to the EU battery rules. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult
They run from the Xiamen terminal through the voyage to Antwerp and the Belgium import file.
Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
At Antwerp-Bruges the agent or forwarder sends the dangerous goods as an electronic IFTDGN message to the Harbour Master's Office at least 24 hours before the ship arrives. The port's IMDG register is there to validate UN numbers and shipping names, so an entry that does not match the IMDG Code is caught before berthing.
What Anxin does: We check the UN number and proper shipping name on the booking against the IMDG Code before the Xiamen cut-off, so the data that end up in the Antwerp message are consistent.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Belgium has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Belgium haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Xiamen.
A battery entering Belgium has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Antwerp.
What Anxin does: We pass the Belgium importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Belgium can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.
What Anxin does: We ask the importer which language Belgium requires and check carton and insert photos against it before loading.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Belgium import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Dangerous goods message late or inconsistent | Antwerp Harbour Master's Office | DG data verified at booking | Agent / carrier |
| Road route planned through a category E tunnel | Road leg from Antwerp | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
