Where this route gets difficult

5 pain points from Xiamen to Tallinn

  1. Origin port

    Pre-loading meeting and a ship plan at Xiamen

    For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.

    What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Origin port

    Xiamen's fast appraisal needs matching data

    Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.

    What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  3. Sea corridor

    The Asia leg decides Suez or the Cape

    Up to the Danish straits the voyage matches North Europe's: Sea-Intelligence put Red Sea routing at 27% for North Europe services in September 2026, so most containers still sail round the Cape of Good Hope, where SAMSA estimates about 35% of the containers lost in 2024 went overboard.

    What Anxin does: We quote the Suez and Cape routings separately when both are offered and apply the CINS stuffing checks strictly on Cape sailings.

  4. Import country

    A producer registration in Estonia before the first sale

    The Battery Regulation makes registration national: whoever first makes batteries available in Estonia must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Estonia cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Estonia.

    What Anxin does: At booking we ask which company is the producer of record in Estonia and for its registration number there, so a missing registration surfaces while the goods are still in Xiamen rather than after discharge in Tallinn.

  5. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Estonia for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Estonia we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Xiamen → Tallinn: questions we are asked

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Estonia requires. Both have applied since 18 August 2024.

Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
