Asia – North & Atlantic Europe

Europe · sea freight from Xiamen
Xiamen to Le Havre
South China Sea · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Suez Canal · Strait of Gibraltar · Bay of Biscay · English Channel
This route runs out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is a Seine-estuary port where the agent declares dangerous goods in TIMAD a day before arrival.
The French side checks the producer's unique identifier (IDU) as well as the EU battery rules. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

Route profile

A SYDEREP IDU and eco-organisme membership for every battery category, with EU duties from CE marking to the importer's address on the battery.

Where this route gets difficult
They run from the Xiamen terminal through the voyage to Le Havre and the France import file.
Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
At Le Havre the ship's agent declares dangerous goods to the Harbour Master's Office through TIMAD, the mandatory regulatory tool, or through the AP+ community system, at least 24 hours before arrival (or on leaving the previous port on a short leg). The agent can only declare what the booking says.
What Anxin does: We confirm the batteries' UN number, packing group and package count with the carrier before the vessel leaves Xiamen, and pass any correction on the same day.
Importers must make sure batteries come with instructions and safety information in a language end-users in France easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.
What Anxin does: We ask the importer which language France requires and check carton and insert photos against it before loading.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in France can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the France importer; we do not test batteries.
Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in France after that date need a design that complies.
What Anxin does: When appliances with built-in batteries are booked for France we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the France import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Declaration missing or late at the Harbour Master's Office | Port of Le Havre | DG data confirmed before departure | Agent / carrier |
Questions
The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
