South China Sea · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Red Sea · Suez Canal · Mediterranean Sea · Aegean Sea
This route runs through Xiamen, the port for more than 90% of Fujian's lithium battery exports, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is the port of Thessaloniki.
Greece registers battery producers in EOAN's EMPA register. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
EMPA registration with EOAN before the first sale, a Greek authorised representative by written mandate, and the EU-wide battery and ICS2 duties.

Where this route gets difficult
They run from the Xiamen terminal through the voyage to Thessaloniki and the Greece import file.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Thessaloniki the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Thessaloniki uses and name it on the quote, together with any war-risk or emergency surcharge.
Importers must make sure batteries come with instructions and safety information in a language end-users in Greece easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.
What Anxin does: We ask the importer which language Greece requires and check carton and insert photos against it before loading.
Greece keeps battery producers in EOAN's National Producers Register (EMPA), and registration comes before the first sale. A producer without a Greek establishment appoints a local authorised representative by signed mandate, using the template in the EMPA manual, and then contracts with an approved collective system.
What Anxin does: We ask the Greek consignee who is registered as producer in EMPA before booking.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Greece before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Thessaloniki.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| No EMPA registration when the goods arrive | Importer in Greece | Registration confirmed before booking | Importer / representative |
Questions
24 hours before the container is loaded in China, not before it reaches Thessaloniki. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
