Where this route gets difficult
They run from the Xiamen terminal through the voyage to Beirut and the Lebanon import file.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Beirut the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Beirut uses and name it on the quote, together with any war-risk or emergency surcharge.
Lebanese customs needs a certificate of origin issued in the exporting country whenever the commercial invoice does not state where the goods were made. Printing 'Made in China' on the invoice avoids an extra document.
What Anxin does: We state the country of origin on every commercial invoice for Beirut, and arrange a certificate of origin when the buyer asks for one.
Lebanon may require import licences or certificates of conformity to mandatory standards depending on the product. Which documents apply to a given battery is for the Lebanese importer to confirm before shipment, because they are presented with the SAD declaration at Beirut.
