From Xiamen to Dammam, cargo moves from Fujian's battery makers through Xiamen port, crosses a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and is discharged at the port of Dammam.

Saudi clearance hinges on SABER certificates issued before the cargo lands. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Xiamen export
  • Online packaging appraisal
  • Arabic label artwork
  • SABER product certificate
  • SABER shipment certificate

Route profile

How Xiamen → Dammam differs from other lanes

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Where this route gets difficult

What to watch between Xiamen and Dammam: 6 points

They run from the Xiamen terminal through the voyage to Dammam and the Saudi Arabia import file.

  1. Origin port

Xiamen MSA's 'one ship, one plan' for large battery cargo

Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.

What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Origin port

Xiamen's fast appraisal needs matching data

Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.

What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  3. Sea corridor

Southwest monsoon on the Arabian Sea, June to September

India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.

What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.

  4. Import country

Palletised stuffing is now the Saudi norm

Saudi Arabia has required containerised imports to be palletised since May 2025, with a 12-month phase-in and approval-only exemptions for bulk, heavy or oversized goods, so battery cartons loose on the container floor are not an option for Dammam.

What Anxin does: We plan the stuffing in Xiamen on pallets from the start, with the CINS blocking and bracing on top, and send stuffing photos to the Saudi Arabia importer before the box is sealed.

  5. Import country

SABER: a product certificate plus one per consignment

Saudi Arabia treats lithium cells and packs as electrical batteries under a SASO technical regulation. Clearance at Dammam needs two SABER documents: the product certificate, issued by a SASO-notified body after accredited testing and a factory audit, and a shipment certificate raised for each consignment.

What Anxin does: We ask for the SABER product certificate number before we book, and remind the importer to request the shipment certificate as soon as the commercial invoice and packing list are final, so it exists before the vessel arrives.

  6. Import country

Manifest data in FASAH 72 hours before the ship arrives

Since 29 October 2025 the Saudi ports authority and ZATCA want cargo manifest data in FASAH at least 72 hours before arrival for ships coming from distant ports such as Xiamen, and late filing is fined. From 1 May 2026 the manifest must also carry the 6-digit HS code, cargo size data and, for dangerous goods, their type and details; a manifest with inaccurate data is rejected.

What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Dammam is complete well before the 72-hour point.

Documents & compliance

Documents to line up for Xiamen → Dammam

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Xiamen end

  • Packaging appraisal data (product, UN38.3 summary, packaging codes) checked before single-window submission
  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Stuffing plan on pallets (Saudi palletisation rule) with blocking and bracing photos

For the carrier and the voyage

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • 6-digit HS code, UN number, class, packages and weights for the FASAH manifest, given at booking
  • UN 38.3 test summary for every cell and battery type

At the Saudi Arabia end

  • SABER product certificate (PCoC) for each battery model, issued by a SASO-notified body
  • Accredited test reports behind the product certificate (e.g. IEC 62133-2 for portable lithium batteries)
  • Invoice, bill of lading and certificate of origin with the broker for the FASAH declaration 48 hours before arrival

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Saudi Arabia before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Dammam.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Xiamen → Dammam: questions we are asked

In FASAH at least 72 hours before arrival for ships from distant ports such as China, and since 1 May 2026 it must include the 6-digit HS code, cargo size and the dangerous-goods details, or it is rejected.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
