This route runs out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait, then follows a long Europe voyage extended through the Danish straits into the Baltic; at the far end is the port of Gavle.

Where this route gets difficult

What to watch between Xiamen and Gavle: 5 points

Listed from loading in Xiamen to import into Sweden, each with what we do about it.

  1. Origin port

    The Taiwan Strait's winter monsoon starts at the port

    Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.

    What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  2. Sea corridor

    EU emissions trading now covers the whole inbound voyage share

    Ships of 5,000 GT and above calling at EU ports, Gavle included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

    The ICS2 entry summary is due before loading in Xiamen

    For Gavle, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Xiamen. No filing means no loading, and a missing EORI number is enough to reject it.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Xiamen cut-off.

  4. Import country

    Naturvårdsverket registration since January 2026

    Sweden's supplementary ordinance to the Battery Regulation (SFS 2025:813) has required battery producers to be registered with Naturvårdsverket since 1 January 2026. A producer responsibility organisation such as El-Kretsen can help with the filing, but the data remain the producer's responsibility.

    What Anxin does: We ask the Swedish importer to confirm the registration is in place before booking, and pass on battery chemistry and weight data it may need for reporting.

  5. Import country

    Annex V testing for stationary energy storage

    Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Sweden increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Sweden we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

Documents & compliance

Documents to line up for Xiamen → Gavle

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Sweden import file. We check the three against each other before the booking is confirmed.

Xiamen → Gavle: questions we are asked

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Sweden requires. Both have applied since 18 August 2024.

Yes, but in the restriction period only ships of the required ice class and deadweight receive icebreaker assistance. Finland's agency publishes the restrictions on baltice.org, with exemption requests due at least three working days before arrival.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
