A train from Xi'an to Minsk changes gauge once, at the Kazakh border, and then stays on broad gauge through Kazakhstan and Russia to Belarus. That makes it simpler than a train to Poland, but it puts two transit customs systems ahead of the Belarusian one, and both tightened their checks in 2025.

Where this route gets difficult
They run from the Chinese origin station to the border, through the transit countries and to the consignee.
From mid-September 2025 Kazakh authorities checked nearly all transit goods on the China–Russia route through Kazakhstan, by road and by rail; a logistics manager said the decision to check every container effectively paralysed train traffic until it began to stabilise at the end of October.1 A Belarus-bound train runs through Russia and uses the same gates, so it shares the queue.
What Anxin does: We ask for an invoice and packing list that describe the batteries exactly, with UN number and model, so an inspection does not turn into a hold.
Meduza, citing Kommersant, reported in October 2025 that queues of trucks from China had built up at the Kazakh–Russian border as both countries stepped up inspections, mostly affecting dual-use and sanctioned goods such as electronics.2 Russian customs said the jams were caused by additional Kazakh checks, while Kazakhstan's transport ministry reported congestion in neutral zones.2
What Anxin does: We ask the operator whether the train will cross into Russia at Iletsk or elsewhere and what the transit documents for the Russian leg will be.
Great Stone Industrial Park says its bimodal terminal near Minsk National Airport is being built with four 1,050-metre tracks and a first-phase capacity of 180,000 FEU a year.3 In August 2026 the park said it planned to receive the first train from China in October, with the full project, including customs and warehouse buildings, due by 2028.4 Procedures at a terminal that has just opened can change from one train to the next.
What Anxin does: We ask the consignee which Minsk terminal will receive the container and whether it handles class 9 cargo, instead of assuming the newest one.
Regulation (EU) 2022/355 rewrote Article 1f of the Belarus regulation so that EU persons may not sell, supply or export the goods in Annex Va to Belarus, and that annex lists secondary cells of 350 Wh/kg or less while stating that batteries are not controlled by the entry.5 The rule reaches any EU seller, bank or insurer in the chain, not the Chinese exporter alone.
What Anxin does: We record whether the goods are cells or batteries and whether any EU party is involved, and ask the shipper's counsel to confirm the position in writing.
China's rail guidance says lithium-ion batteries carried as railway dangerous goods should be at no more than 30% state of charge, and asks for a product safety test report, a rail transport conditions appraisal and a packaging inspection report before consignment.6 At the other end, Belarus has applied ADR since 5 April 1993,7 so the truck from the Minsk terminal to the warehouse needs an ADR document set.
What Anxin does: We collect the Chinese rail documents before the container is booked at Xi'an and ask the Belarusian consignee for an ADR haulier for delivery.
Documents & compliance
