For cargo coming from China across the Caspian Sea, Georgia is the first country where both the Black Sea ports and the railway to Turkey are within reach. It is also where the customs rules for goods in transit were rewritten in 2025.

A computerised transit system with a Georgian guarantee

The New Computerized Transit System made a Georgian guarantee mandatory for cargo leaving Georgia from 15 May 2025 and for cargo in transit from 1 June 2025; goods under a TIR carnet are exempt from the transit declaration.1

Georgia acceded to ADR on 19 September 2016.2

The OECD describes a terminal at Akhalkalaki where containers change wagons between the broad gauge of the South Caucasus and Turkey's standard gauge.3

The corridor

Where the Georgian leg decides the plan

A consignee in Tbilisi receives an import; a consignee in Turkey or beyond receives a transit through Georgia, and the guarantee, the carrier and the border station are different in the two cases.1 That is why the first question we ask is where the cargo ends.

The Caspian leg before Georgia is a constraint of its own: the OECD reports that container and vessel capacity on the sea is not in line with needs.3 Lithium batteries are screened case by case, subject to operator and country acceptance.
