Kyrgyzstan is reached from China over mountain passes, and for the moment only by road. The crossings are open when the weather and the Chinese calendar allow, and the country became an ADR contracting party in 2025.

Kyrgyz customs lists Torugart and Irkeshtam as the approved crossing points on the Chinese border, which runs for about 1,084 km.1 Torugart is the northern gate used on the Naryn–Bishkek road; Irkeshtam is the southern one.

The State Border Service announced night closures at Irkeshtam and Torugart on 25–26 September and from 1 to 4 October 2026 for Mid-Autumn Festival and National Day.2

Rail

The Kashgar–Andijan line is still being built

Construction of the China–Kyrgyzstan–Uzbekistan railway began on 27 December 2024,3 and a wheelset-exchange facility is planned at Makmal where 1,435 mm gauge changes to 1,520 mm.4

What changes when the road has to carry the load

ADR has applied in Kyrgyzstan since the country acceded on 18 July 2025.5 The text in force is ADR 2025, and a further set of amendments is due to apply from 1 January 2027,6,7 so a carrier should state which edition its documents follow. Mountains matter as much as law: on 26 February 2026 the transport ministry restricted heavy trucks on the Dolon Pass after the weather turned.8

Lithium batteries on this lane are screened case by case, subject to haulier and country acceptance. We do not describe a scheduled service, and a railway alternative does not exist until the line is open.
