There is no railway between Kashgar and Bishkek today, so this lane is a mountain road with a border in the middle. Heavy-truck restrictions on the Dolon Pass and Chinese holiday closures at Torugart are the two things that decide whether a battery load waits.

Where this route gets difficult
They run from the Chinese origin station to the border, through the transit countries and to the consignee.
On 26 February 2026 the Kyrgyz Ministry of Transport introduced temporary restrictions on heavy trucks at the Dolon Pass after a sharp deterioration in the weather, with crews clearing and treating the road.1 Kyrgyz customs officials have described the country's roads as crossing passes of 3,000 metres and more, with frequent mudslides and avalanches, and winter travel as close to impossible in many remote high-altitude regions.2
What Anxin does: We plan Bishkek-bound loads with a winter buffer and ask the haulier how it will hold the truck if the pass is closed to heavy vehicles.
The State Border Service announced that passage of people and vehicles at Irkeshtam and Torugart would stop from 22:00 on 25 September to 08:00 on 26 September and from 22:00 on 1 October to 08:00 on 4 October 2026 for Mid-Autumn Festival and China's National Day, and advised carriers to plan around the closures.3 A lithium truck that arrives a few hours late waits for the gate to reopen.
What Anxin does: We check the Chinese and Kyrgyz holiday calendars when we set the loading date and say so in the quote scope.
Kyrgyzstan acceded to the TIR Convention in 1997 and Kyrgyz customs lists Torugart and Irkeshtam as approved crossing points on a border of about 1,084 km.2 The customs chief also noted that the operator must provide advance information, and that the Kyrgyz Republic had joined the Eurasian Economic Union, which changed its customs systems.2 Those statements date from 2017, so current procedure is confirmed per shipment.
What Anxin does: We ask the Kyrgyz broker to confirm the current transit and TIR route and who submits advance information.
The railway from Kashgar through Torugart and Jalal-Abad to Andijan broke ground on 27 December 2024, with the Kyrgyz section scheduled to start in July 2025 and last six years.4 The Diplomat reports that a wheelset-exchange facility will be built at Makmal, where 1,435 mm gauge changes to 1,520 mm, and that Uzbek railway officials have suggested an earlier finish than 2030.5 Until it opens, there is no through rail alternative to the road.
What Anxin does: We plan this lane as truck only, and we say so when a customer expects a rail quote for the same city pair.
Kyrgyzstan acceded to ADR on 18 July 2025, bringing the road dangerous-goods agreement to a new contracting party.6 ADR 2025 added special provision 677, under which cells and batteries found damaged or defective under special provision 376 that are liable to rapid disassembly, dangerous reaction, flame or a dangerous release of gases are assigned to transport category 0.7 How the Kyrgyz authorities and carriers apply the agreement in practice is for the carrier to confirm.
What Anxin does: We ask the Kyrgyz carrier for its ADR documentation set (driver training, vehicle equipment, transport document) and its acceptance of the UN number.
