The China-Laos Railway is a modern standard-gauge line, so a Kunming–Vientiane container does not change gauge. The difficulty is paperwork: freight bound for Vientiane is inspected in part at the border and again inland at the Thanaleng customs area.
Below are five points for the Mohan–Boten corridor. Acceptance of lithium batteries on this line is screened case by case and depends on the operator and on Chinese and Lao acceptance.

Where this route gets difficult
They run from the Chinese origin station to the border, through the transit countries and to the consignee.
The border runs a "two places, two inspections" model: goods are checked by Chinese authorities leaving at Mohan and by Lao authorities entering at Boten.1 For cargo bound for the Vientiane area or in transit through Laos, Lao policy has the Boten station do only a partial check, with a full inspection after arrival at Vientiane South in the Thanaleng customs supervision area.1 A study proposes a joint control area at the border, but the August 2025 draft agreement on "One Door, One Time" covers passengers, not freight.2
What Anxin does: We ask whether the consignment is to clear at Boten or inland, and we line up the Vientiane broker's details before the wagon is loaded.
Mengla customs describes a pre-declaration model in which data is submitted before arrival, with clearance in "two to five hours" if no inspection is needed.3 If a consignment is selected for inspection, a mismatch between the declared UN number, package count and the physical load is what turns a pre-declared box into a held one.
What Anxin does: We check that the declared description, HS code, net and gross weight and package type match across the invoice, packing list and dangerous-goods paperwork before data is submitted.
Thanaleng Dry Port, near the Thai–Lao Friendship Bridge, is a Lao customs and logistics node linked to both the Laos-China and the Laos-Thailand railways.4 A "Smart Customs" single-window system for customs, payments and logistics data was announced there in July 2025.4 A Vientiane consignee has to be able to file through that environment, which is a practical gate for a first-time importer.
What Anxin does: We ask for the consignee's Lao importer registration and appointed broker, and we flag if the importer is new to Lao customs.
The national guidance on consumer lithium batteries states that cells that are defective, damaged, recalled by the manufacturer, or being returned for disposal or recycling "should not be carried by rail".5 It also requires the shipper of lithium-ion batteries under railway number 91045 to keep the state of charge at no more than 30% of rated capacity.5 A Kunming shipper with a returned-battery lot cannot assume the railway will treat it like new stock.
What Anxin does: We ask for the condition of the lot in the first message and keep returned, used or damaged batteries out of rail planning unless a specialist route is separately confirmed.
Laos is not an ADR contracting party,6 so a truck moving cargo on from the Vientiane railhead is governed by Lao rules and the haulier's own acceptance, not by the European road agreement. We have not found a Lao rule on class 9 battery haulage that we can cite, so the haulier's written acceptance is the working test.
What Anxin does: We ask the Vientiane haulier for acceptance of the UN number and package type before the rail booking is confirmed.
Documents & compliance
These documents come from the shipper, the manufacturer, the operators and the consignee. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

No. The line is built to the 1,435 mm standard, which matches China. Gauge matters later, if cargo continues toward Thailand, which is covered on the Kunming to Bangkok page.7
The current model checks goods once by each country; for Vientiane cargo the Lao check is partly deferred to the Thanaleng customs area.1
No. Clearance in two to five hours is reported for cargo that needs no inspection;3 cargo that is selected for inspection takes longer.
