The road from Harbin to Vladivostok crosses into Russia at Suifenhe, where the Russian checkpoint reopened in October 2026 after a reconstruction.1 A truck on this lane also needs a bilateral permit, stays inside the rules on domestic Russian loads and leaves a country that is not an ADR party for one that is.

  1. Checkpoint

    The Pogranichny checkpoint has just been rebuilt

    Russia's transport ministry says the reconstructed Pogranichny road checkpoint opened in October 2026 with 22 lanes instead of 8 and a design capacity of 1,300 vehicles a day instead of 144, after almost 145,000 vehicles had passed through the old one in a year.1 It adds portal inspection systems aimed at a 10-minute control of freight vehicles.1 New equipment and procedures take time to settle, and early experience matters more than the design figures.

    What Anxin does: We ask the haulier for its recent crossing experience at Pogranichny instead of quoting the design capacity.

  2. Permits

    Bilateral road permits can run out

    ASMAP reported that the 2024 quota of Russian–Chinese bilateral road permits was almost exhausted by the end of October, and that an extra 6,000 permits agreed in December were valid only through the Manzhouli–Zabaykalsk crossing.2 The association warned that permits limited to one crossing would make deliveries to Primorye, Khabarovsk and the Amur region harder.2

    What Anxin does: We ask the haulier which permit the truck will use and whether it is valid at Suifenhe–Pogranichny before we confirm the lane.

  3. Cabotage

    A Chinese truck may not pick up a second, domestic load

    Izvestia reported that since 1 March 2025 cabotage in Russia, loading and unloading inside the country, has been allowed only to carriers from Eurasian Economic Union countries, and that a law of 28 February 2025 set fines of 150,000 to 200,000 roubles for illegal cabotage by foreigners.3 A delivery plan that splits one truck between Vladivostok and a second Russian city can cross that line.

    What Anxin does: We plan one international delivery address for each truck, or a transfer to a Russian haulier for any onward domestic leg.

  4. ADR

    The rulebook changes at the border

    Russia has been a contracting party to ADR since 28 April 1994; China is not a party.4 Under ADR 2025, UN 3480 lithium ion batteries are class 9, transport category 2, with tunnel restriction code (E).5 A Chinese truck that is correct under Chinese rules still needs ADR documents, marking and equipment for the Russian part of the trip.

    What Anxin does: We ask the haulier for the ADR document set it will carry in Russia and for the driver's training record before loading.

  5. Export licensing

    High-density cells need a check on the Chinese side

    MOFCOM Announcement No. 58 of 2025 covered rechargeable lithium-ion cells and packs of 300 Wh/kg or more and required exporters to state on the customs declaration whether goods were controlled items, with parameters for near-threshold goods.6 Announcement No. 70 suspended it until 10 November 2026.7 A load booked now may cross after that date.

    What Anxin does: We ask for the energy density of the cells on the first reply and recheck the status of the rule for the crossing date, not only the booking date.
