Russia shares a long land border with China, and both the railway gates in Inner Mongolia and Heilongjiang and the road crossings into Primorye carry lithium battery enquiries. The CIM/SMGS consignment note manual lists Manzhouli, Erlian and Suifenhe among the crossing points on the Chinese border.1 On the road side, Russia reopened the Pogranichny checkpoint opposite Suifenhe in October 2026 after a reconstruction that took it from 8 to 22 lanes.2

Reuters reported in August 2024 that payment delays between Russian companies and Chinese partners had intensified after Chinese banks tightened compliance, leaving transactions worth tens of billions of yuan in limbo.3

The Russian Federation acceded to ADR on 28 April 1994;4 China is not a party, so the change of rulebook happens at the border.

How a Russia lane is screened before it is quoted

Two export-control questions sit next to the transport plan. The EU lists lithium cells of up to 350 Wh/kg under code X.A.I.001.j in Annex VII to Regulation 833/2014, a list of goods EU persons may not supply to Russia; the entry states that it does not control batteries, including single-cell batteries.5,6 On the Chinese side, MOFCOM Announcement No. 58 of 2025 placed rechargeable lithium-ion cells and packs of 300 Wh/kg or more under export licensing,7 and Announcement No. 70 suspended it until 10 November 2026.8

Whether an EU or other sanctions regime reaches a given shipment depends on the goods, the parties, the banks and the insurers involved, and that answer belongs to the shipper and its counsel. We ask the questions early, check carrier and operator acceptance case by case, and quote the lane once the cargo and the parties have been screened. Lithium batteries are subject to operator and country acceptance on every leg.
