Zhengzhou trains first left China through Manzhouli in July 2019, and the same year the city opened a Russia line alongside its Erenhot and Suifenhe gates.1 For a lithium load the hard part is not the distance to Moscow: it is the transfer at Zabaykalsk, the payment behind the shipment and the classification of the cells.

A central Chinese rail hub whose China–Europe trains use several exit gates; a postal and express train from Zhengzhou to Moscow started on 30 July 2026.2

Where this route gets difficult

What to watch between Zhengzhou and Moscow: 5 points

They run from the Chinese origin station to the border, through the transit countries and to the consignee.

  1. Border terminal

    Zabaykalsk can fill up faster than it empties

    In July 2024 about 5,500 containers of Russian imports from China had accumulated at the TransContainer terminal at Zabaykalsk, and forwarders put the average wait for dispatch at about two weeks.3 TransContainer blamed limited access to the Eastern Polygon rail network and an import–export imbalance, while Russian Railways said the terminal was not loading onto other owners' flat wagons.3 A battery container caught in that queue sits at a border yard, not at a dangerous-goods store chosen by the shipper.

    What Anxin does: We ask the operator where the container will wait at Zabaykalsk and under whose responsibility, and we name the gate in the quote.

  2. Season

    Golden Week and a wagon shortage arrive together

    Growex wrote in September 2025 that China's October holidays had coincided with a shortage of rolling stock in Russia, with market estimates of border delays well over a week at Zabaykalsk and longer at Erenhot.4 It noted that some exporters were moving volumes to sea routes through Vladivostok and Novorossiysk instead.4

    What Anxin does: For loads that must ship in late September or October we ask the maker to finish documents early and tell the consignee that the holiday window is the slowest of the year.

  3. Payment

    A ready shipment can stall on the bank transfer

    Reuters reported that Chinese banks tightened compliance after US threats of secondary sanctions in 2024, that state banks were shutting down transactions with Russia "en masse" and that intermediaries' fees had risen to as much as 6% of the payment.5 Smaller companies trading consumer goods were the most affected.5

    What Anxin does: We ask which bank will pay and in which currency before booking, because a container should not leave Zhengzhou until the payment route is settled.

  4. EU lists

    Cells and batteries are treated differently in the EU Russia annex

    Annex VII to Regulation 833/2014 lists secondary cells with an energy density of 350 Wh/kg or less under X.A.I.001.j, and its note says the entry does not control batteries, including single-cell batteries.6,7 The prohibition binds EU persons, so it becomes relevant if an EU company, bank or insurer is anywhere in the chain. The European Commission adds that the Article 12 circumvention ban covers knowing and intentional participation in evasion.8

    What Anxin does: We record on the enquiry whether the goods are loose cells or assembled batteries and whether any EU party is involved, and pass that to the shipper's counsel to confirm.

  5. China rules

    Chinese export licensing and rail rules both apply at Zhengzhou

    MOFCOM Announcement No. 58 of 2025 made rechargeable lithium-ion cells and packs with an energy density of 300 Wh/kg or more subject to export licensing,9 and Announcement No. 70 suspended it from 7 November 2025 until 10 November 2026.10 The railway adds its own threshold: lithium-ion batteries carried as railway dangerous goods under number 91045 should be at no more than 30% state of charge.11

    What Anxin does: We ask for the energy density of the cells and the state of charge on the first reply and check the status of the export licensing rule on the booking date.

Zhengzhou trains have used Manzhouli since July 2019, alongside the Erenhot and Suifenhe gates.1 The operator confirms the gate for each booking.

Annex VII lists cells of up to 350 Wh/kg and says the entry does not control batteries.6 Whether it matters depends on whether an EU party is involved.
