The Urumqi–Tashkent corridor has two borders and only one of them is China's. In November 2025 the second, Saryagash between Kazakhstan and Uzbekistan, was shut to all cargo for several days when thousands of railcars piled up waiting for Uzbek acceptance.
Five points for this corridor follow. Lithium batteries are screened case by case and depend on the operators and on Chinese, Kazakh and Uzbek acceptance.
What we need to start
Route profile
Close to the border: Khorgos lies 670 km away on the Chinese side, so most of the journey is across Kazakhstan.
The route used by the Xi'an–Khorgos–Almaty–Saryagash–Tashkent train of 2024: gauge transfer at Khorgos, Kazakh network, a second border, Uzbek network.

Where this route gets difficult
They run from the Chinese origin station to the border, through the transit countries and to the consignee.
Kazakhstan Railways banned the carriage of all cargo types to stations in Uzbekistan, Tajikistan, Turkmenistan, Afghanistan and Kyrgyzstan via Saryagash from 22 to 24 November 2025 because more than 8,800 railcars had accumulated and neighbouring railways were slow to accept trains; a similar ban excluding grain, milling products and perishables ran from 12 to 20 November.1 A lithium container is not on those exemption lists.
What Anxin does: We ask for the current Saryagash status when we quote and build a hold option into the plan, with a named place where the container can wait.
The 2024 Xi'an–Khorgos–Almaty–Saryagash–Tashkent container train was first transshipped at the Khorgos Gateway dry port on the Kazakh–Chinese border, then ran on the Kazakh network to Saryagash and on to Tashkent.2 Saryagash capacity was reported increased by 50% in reconstruction.2 The 2025 backlog shows that more capacity at one point did not remove the queue.
What Anxin does: We ask for a through plan that names the party responsible at each of the two border stations, not just the first.
CAREC notes that Kazakhstan privatised wagon provision, so the shipper must separately communicate and negotiate with private wagon owners instead of dealing with a single railway authority.3 For a container moving to Uzbekistan this adds a commercial contract to a regulatory journey.
What Anxin does: We ask the operator to name the wagon provider and to confirm that the wagon owner accepts class 9 cargo.
Uzbekistan acceded to ADR on 24 January 2020,4 so a truck moving the load from a Tashkent rail terminal is working inside the road agreement. ADR 2025 is the current text and a further amendment set is scheduled to apply from 1 January 2027;5,6 a carrier's paperwork should match the edition in force on the day.
What Anxin does: We ask the Uzbek haulier which ADR edition it works to and for its acceptance of the UN number.
The China–Kyrgyzstan–Uzbekistan railway would link Kashgar to Andijan through Torugart and Jalal-Abad; it began construction on 27 December 2024 and the Kyrgyz section was scheduled for six years from July 2025.7 The Uzbek railway chief suggested in November 2025 that it could finish two years before the 2030 plan.8 Today the Kazakh route is the working rail corridor.
What Anxin does: We do not quote the Kyrgyz railway, and we tell customers who ask about it that it is not operating.
Documents & compliance
These documents come from the shipper, the manufacturer, the operators and the consignee. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Cargo banned at Saryagash during congestion | Kazakhstan–Uzbekistan border | Hold option and status check | Operator |
| Wagon owner declines battery cargo | Kazakhstan | Owner named and asked early | Operator |
| Haulier works to wrong ADR edition | Tashkent | Edition confirmed | Uzbek haulier |
| Customer expects a Kyrgyz railway rate | Quote stage | Not offered; not operating | Anxin |

Rail, road and sea operators apply different acceptance rules, and a shipment that is refused on one mode can sometimes be planned on another. We screen the cargo first and name the mode afterwards.
