Road agreement

Transshipment is the default

Article 3 of the Vietnam–China road transport agreement provides that carriage is carried out by transshipment under contracts between the transport enterprises of the two countries, at a goods transfer place in a border-area residential cluster.1

Decree 161/2024/ND-CP of 18 December 2024 sets Vietnam's dangerous-goods list, road transport conditions, permits and driver training certificates.2

From 1 August 2024 vehicles at the Huu Nghi–Youyi Guan pair must carry a transport licence, registration, safety certificate, plates, delivery note, customs declaration and third-party insurance.3,4

The corridor

Road at Huu Nghi, rail at Dong Dang

Circular 26/2025/TT-BXD, in force from 20 November 2025, lists the routes on which the road agreement operates, among them Nanning to Hanoi via Youyi Guan and Huu Nghi.5 Dong Dang, the railway station next to the border, is the last station before the Friendship Pass crossing with Pingxiang and has dual-gauge tracks.6

Vietnam is not an ADR contracting party,7 so the Vietnamese haulier's permit and acceptance decide the road leg. Lithium batteries are screened case by case, subject to haulier and country acceptance, with no promise of through-truck carriage.
