This is a road lane that is legally built around a handover. The Vietnam–China road agreement defaults to transshipment in a border-area cluster, which means a lithium pallet is lifted from one truck to another at least once before it reaches Hanoi.

Where this route gets difficult
They run from the Chinese origin station to the border, through the transit countries and to the consignee.
Article 3 of the Vietnam–China road transport agreement provides that carriage is implemented by transshipment under contracts between the transport enterprises of the two countries, with the goods transfer point placed in a border-area residential cluster.1 Vietnam's Circular 26/2025/TT-BXD, in force from 20 November 2025, also lists routes that run deep into each territory, including Nanning to Hanoi via Youyi Guan and Huu Nghi.2 Which model applies to a given load is decided by the licensed hauliers.
What Anxin does: We ask both hauliers whether the load is transferred at the border or runs through, and who is liable for the pallet in the transfer yard.
From 1 August 2024, vehicles using the Huu Nghi – Youyi Guan pair must carry a transport licence, vehicle registration, technical safety and environmental certificate, licence plates, delivery note, customs declaration and third-party civil liability insurance.3,4 The list is for any goods; a dangerous-goods load adds its own papers.
What Anxin does: We ask for the truck and trailer documents of both hauliers as a checklist before the booking is confirmed.
Vietnam's Decree 161/2024/ND-CP of 18 December 2024 sets the list of dangerous goods, the conditions for carrying them by road and the procedure for permits and for driver and escort training certificates; the list runs from class 1 to class 9.5 Whether a particular battery load needs a permit is for the Vietnamese haulier to confirm; Vietnam is not an ADR contracting party.6
What Anxin does: We ask the Vietnamese haulier for its position on permit and driver certificate in writing before quoting the road leg.
The Chinese consumer-battery relief we describe on rail pages is a railway rule,7 so it does not turn a road shipment into a non-dangerous-goods one. A Nanning shipper who expects road rules to mirror rail will find class 9 labelling and documents still apply to the truck.
What Anxin does: We check that marks, labels and the dangerous-goods declaration match the truck mode, not the rail mode, before loading.
The same border area has two crossing types: the Huu Nghi–Youyi Guan pair is the road pair on the agreement's list,2 while Dong Dang railway station is the last station before the Friendship Pass crossing with Pingxiang and is fitted with dual-gauge tracks.8 Booking a truck to one and a wagon to the other splits the file between two customs processes.
What Anxin does: We confirm the mode and the exact crossing in the booking and keep the Vietnamese consignee informed of which gate the load will use.
Documents & compliance
These documents come from the shipper, the manufacturer, the operators and the consignee. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.
