From Dalian to Mina Salman, cargo moves from Liaoning through Dalian's Dayaowan terminals, crosses an Arabian Sea passage towards the Gulf, and is discharged at the port of Mina Salman.

Bahrain wants the customs bill of entry in place before the goods are imported. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Dalian Dayaowan export
  • Winter ice & spring fog
  • Licensed clearing agent in Bahrain

Route profile

How Dalian → Mina Salman differs from other lanes

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Import country

Bahrain

Bahrain expects the bill of entry before import, usually through a licensed clearing agent.

Where this route gets difficult

What to watch between Dalian and Mina Salman: 5 points

Listed from loading in Dalian to import into Bahrain, each with what we do about it.

  1. Origin port

Ice in the northern Yellow Sea from January

Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.

What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  2. Origin port

Fewer battery sailings from Dalian under JT/T 1543

Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.

What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  3. China export

Two maritime filings and a signed packing certificate before loading

Every lithium battery container leaving Dalian needs a cargo safe-carriage report and a ship's dangerous goods permit filed with the Maritime Safety Administration by a certified declarant, and a container packing certificate signed by a certified inspector who watched the stuffing. Separately, customs must have appraised the packaging in use; export of dangerous goods in unappraised packaging is not allowed.

What Anxin does: We work only with packing sites and declarants holding the required certificates, and we collect the packaging use-appraisal result before the container is stuffed.

  4. Sea corridor

Every Gulf call passes a SEVERE-rated Hormuz

Mina Salman lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.

What Anxin does: We ask each carrier whether it is currently calling at Mina Salman, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  5. Cargo at sea

Heat inside the box, not just outside it

CINS lists high temperature inside the container among the key transport risks for lithium-ion cargo. Its guidance prefers on-deck stowage away from heat sources and always protected from direct sunlight; the Zhejiang MSA guide adds shading for on-deck boxes and temperature-monitored holds for under-deck stowage. On a warm corridor, where the container sits on the ship matters.

What Anxin does: We pass the carrier the stowage preference (away from heat, shaded) as a booking remark and ask how it will be handled; the carrier's stowage planner makes the final decision.

Documents & compliance

Documents to line up for Dalian → Mina Salman

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Dalian

  • UN number, class, quantity and SDS reconciled across all documents before the Dalian filing
  • JT/T 1543 conformity evidence from the manufacturer
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For the importer in Bahrain

  • Licensed clearing agent named, with documents for the bill of entry

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Bahrain import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Dalian → Mina Salman route

The importer or its local agent completes the bill of entry before import; a registered, licensed clearing agent is recommended.

Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
