This route runs from Liaoning through Dalian's Dayaowan terminals, then follows a lane whose routing, Suez or Cape of Good Hope, is decided service by service; at the far end is the port of Bayonne.

France asks for a batteries IDU and eco-organisme membership before the first sale. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Winter ice & spring fog
  • Dalian Dayaowan export
  • IDU (batteries stream)
  • French-language safety information
  • Consignee EORI

Route profile

The Dalian → Bayonne route in brief

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

What to watch between Dalian and Bayonne: 5 points

Loading port first, then the sea leg, then Bayonne and the France market.

  1. Origin port

Misdeclaration is the problem Dalian's MSA names first

Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.

What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  2. Sea corridor

Suez on the map, the Cape on most sailings

The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Bayonne decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

The IDU: France's proof that the producer is registered

Every producer in a French REP stream has needed a unique identifier since 2022, and it is the proof of registration in ADEME's SYDEREP register. When the producer joins an eco-organisme, the eco-organisme does the registration; the IDU then has to appear in the terms of sale or on the website and be given to buyers who ask.

What Anxin does: We ask the French importer for the batteries-stream IDU of whoever acts as producer before we book, so the buyer's own IDU check does not stop the goods after they reach Bayonne.

  4. Import country

Industrial and EV batteries now need an eco-organisme too

Until 2025 the French batteries stream covered portable batteries. From 18 August 2025 producers of all five categories, including industrial and EV batteries, must join an approved eco-organisme or have an individual system approved. Batribox and ecosystem hold approvals for all categories to the end of 2030; Corepile's members now deal with ecosystem.

What Anxin does: For storage and industrial packs we ask which eco-organisme covers the category, because an ESS shipment to Bayonne falls under the same rule as consumer cells.

  5. Import country

Battery label from August 2026, QR code from February 2027

The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.

What Anxin does: Before booking we ask the France importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

Documents & compliance

What to have ready: Dalian to Bayonne

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Dalian end

  • UN number, class, quantity and SDS reconciled across all documents before the Dalian filing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging

Carrier and voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Consignee EORI and HS-level description to the ENS filer before loading
  • UN 38.3 test summary for every cell and battery type

At the France end

  • Batteries-stream IDU of the producer of record in France
  • Label and QR-code status against the August 2026 and February 2027 dates
  • Instructions and safety information in the language France requires

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for France before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Bayonne.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Dalian → Bayonne: questions we are asked

It is the unique identifier ADEME issues when a producer is registered in SYDEREP for a REP stream. Producers of batteries need one for the batteries stream; if they join an eco-organisme, it registers them. The IDU must be shown in the terms of sale and given to buyers on request.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
