Where this route gets difficult

6 points to plan for on the Dalian → Rosslare route

Loading port first, then the sea leg, then Rosslare and the Ireland market.

  1. Origin port

    Misdeclaration is the problem Dalian's MSA names first

    Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.

    What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  2. Origin port

    Winter sea ice near Dayaowan

    The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.

    What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  3. Sea corridor

    Suez on the map, the Cape on most sailings

    The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Rosslare decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

    What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Import country

    The ICS2 entry summary is due before loading in Dalian

    For Rosslare, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Dalian. No filing means no loading, and a missing EORI number is enough to reject it.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Dalian cut-off.

  5. Import country

    Instructions and safety information in the language of Ireland

    Importers must make sure batteries come with instructions and safety information in a language end-users in Ireland easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

    What Anxin does: We ask the importer which language Ireland requires and check carton and insert photos against it before loading.

  6. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Ireland for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Ireland we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

The producer, which is whoever first places them on the Irish market, registers with Producer Register Limited and joins a compliance scheme. Producers without an Irish legal presence use an authorised representative.

Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
