This route runs through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is the port of Shannon Foynes.

Ireland requires battery producers to register with Producer Register Limited. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Dalian Dayaowan export
  • Winter ice & spring fog
  • Consignee EORI
  • EU declaration of conformity
  • PRL registration

Route profile

What sets Dalian → Shannon Foynes apart

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

6 points to plan for on the Dalian → Shannon Foynes route

In the order the cargo meets them: at the loading port, at sea, at Shannon Foynes and at customs in Ireland.

  1. Origin port

Sea fog off Dalian, April to July

Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.

What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.

  2. Origin port

Fewer battery sailings from Dalian under JT/T 1543

Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.

What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  3. Sea corridor

Suez on the map, the Cape on most sailings

The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Shannon Foynes decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Import country

CE marking and a declaration of conformity in the right language

The importer in Ireland carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Ireland asks for, have both been required since 18 August 2024 for batteries entering the EU market.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Ireland importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

The truck leg out of Shannon Foynes runs under ADR

Road delivery from Shannon Foynes is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Ireland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Dalian.

  6. Import country

Mercury, cadmium and lead limits in portable batteries

Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Ireland can ask the importer to show that the goods meet these limits.

What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Ireland importer; we do not test batteries.

Documents & compliance

Checklist for Dalian → Shannon Foynes

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

In Dalian, before the box is loaded

  • JT/T 1543 conformity evidence from the manufacturer
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer

Carrier and voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Consignee EORI and HS-level description to the ENS filer before loading

For import into Ireland

  • Haulier in Ireland briefed with UN number, class 9 and tunnel code (E) for the road leg
  • PRL registration and compliance scheme of the Irish producer
  • Label and QR-code status against the August 2026 and February 2027 dates

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Ireland before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Shannon Foynes.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Dalian to Shannon Foynes

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Ireland requires. Both have applied since 18 August 2024.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
