Lithium batteries for IJmuiden go out of Dalian, the north-east's gateway on the Yellow Sea. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of IJmuiden.

The Netherlands is still building its national battery register, so proof of registration runs through the collective schemes. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

Route profile

What sets Dalian → IJmuiden apart

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Import country

Netherlands

A battery register still waiting for Rijkswaterstaat, no collective scheme yet for industrial batteries, a 24-hour dangerous-goods report to the port, and the EU-wide CE and label duties.

Where this route gets difficult

5 pain points from Dalian to IJmuiden

They run from the Dalian terminal through the voyage to IJmuiden and the Netherlands import file.

  1. Origin port

A smaller flow under the new ship-carriage standard

Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.

What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  2. Sea corridor

Suez on the map, the Cape on most sailings

The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at IJmuiden decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

CE marking and a declaration of conformity in the right language

Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Netherlands requires, and the importer is the one who must check both before the goods are released for sale.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Netherlands importer. We check that the documents exist and match the goods; we do not assess conformity.

  4. Import country

The ICS2 entry summary is due before loading in Dalian

For IJmuiden, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Dalian. No filing means no loading, and a missing EORI number is enough to reject it.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Dalian cut-off.

  5. Import country

Dangerous goods reported 24 hours before the ship reaches a Dutch port

A seagoing vessel with packaged dangerous goods must report to the Dutch port authority at least 24 hours before arrival, or before leaving the previous port on a shorter leg, and the port authority decides where it may berth and discharge. Once ashore, a class 9 box awaiting onward transport stays under the dangerous goods act: nothing may be repacked in storage.

What Anxin does: We keep the UN number, packages and weights on the booking final so the carrier's report is right, and remind the importer that any repacking has to happen after the goods leave the port.

Documents & compliance

What to have ready: Dalian to IJmuiden

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Dalian

  • JT/T 1543 conformity evidence from the manufacturer
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the carrier and the voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Final DG data for the 24-hour report to the Dutch port authority

For the importer in Netherlands

  • Repacking planned outside the port, after onward transport
  • Instructions and safety information in the language Netherlands requires
  • Haulier in Netherlands briefed with UN number, class 9 and tunnel code (E) for the road leg

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Netherlands before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at IJmuiden.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Dalian → IJmuiden route

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Netherlands requires. Both have applied since 18 August 2024.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
