Lithium batteries for Bootle go out of Dalian, the north-east's gateway on the Yellow Sea. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Bootle.
The UK side asks for an S&S GB declaration, a battery producer registration and harbour notice. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Bootle is listed for reference only while its commercial cargo use is being checked; no offer is made on this page.
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Bootle and at customs in United Kingdom.
According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Bootle decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Great Britain still labels batteries under the Batteries and Accumulators (Placing on the Market) Regulations 2008: a crossed-out wheeled bin symbol of a set minimum size on every battery, moved to the packaging only when the battery is too small or cannot practically be marked, and a capacity in mAh or Ah on portable rechargeables and on the front of their packaging.
What Anxin does: We compare carton and battery photos with the UK marking list before goods leave Dalian, because relabelling after discharge at Bootle means opening dangerous goods packages.
Import clearance at Bootle runs through HMRC's Customs Declaration Service; CHIEF is no longer an option. A GB (or XI) EORI number and a CDS subscription are prerequisites, and subscription can take up to 5 working days when HMRC makes extra checks.
What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.
UK rules require appliances with built-in batteries to be designed so that the end user can readily remove the battery, or, where that is not possible, an independent qualified professional can, with instructions naming the battery type. The design question sits with the manufacturer, long before the goods reach Bootle.
What Anxin does: When appliances with built-in batteries are booked for the UK we remind the importer of the removability rule so the manufacturer can answer it before shipment; we do not assess compliance.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Declaration flagged by document comparison; container opened | Dayaowan | Cross-document reconciliation before filing | Anxin with the declarant |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Batteries arrive without the bin symbol or capacity marking | Importer in the UK | Photos checked against the UK marking list before loading | Manufacturer / importer |
| Importer not yet subscribed to CDS when the ship arrives | Customs at Bootle | EORI and CDS status confirmed at booking | Importer / customs agent |
Questions
HMRC's Customs Declaration Service. The importer or agent needs a GB (or XI) EORI number and a CDS subscription; HMRC grants access within 2 hours or up to 5 working days.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
