Lithium batteries for Dover go out of Dalian, the north-east's gateway on the Yellow Sea. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Dover.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Dover and at customs in United Kingdom.
The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Once the box is off the quay at Dover, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Dover matches what left Dalian.
Every import into the UK is declared in HMRC's Customs Declaration Service. The importer or its agent needs an EORI number starting with GB (XI in Northern Ireland) and a CDS subscription, which HMRC grants within 2 hours or up to 5 working days if it runs more checks, so a first-time importer should subscribe well before the ship reaches Dover.
What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.
UK rules require appliances with built-in batteries to be designed so that the end user can readily remove the battery, or, where that is not possible, an independent qualified professional can, with instructions naming the battery type. The design question sits with the manufacturer, long before the goods reach Dover.
What Anxin does: When appliances with built-in batteries are booked for the UK we remind the importer of the removability rule so the manufacturer can answer it before shipment; we do not assess compliance.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.

Questions
At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
