Lithium batteries for Larne go through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at a port on the EU product-rules side of the Irish Sea.

British importers report battery tonnage and chemistry each year and need a CDS subscription for customs. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Route profile

The Dalian → Larne route in brief

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Destination port

Northern Ireland ports

EU Battery Regulation rules in force in Northern Ireland under the Windsor Framework, with CE marking (plus UK(NI) where a UK body assessed).

Where this route gets difficult

What to watch between Dalian and Larne: 5 points

Listed from loading in Dalian to import into United Kingdom, each with what we do about it.

  1. Origin port

    Winter sea ice near Dayaowan

The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.

What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  2. Origin port

Dalian's MSA says misdeclared battery cargo is common

According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.

What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  3. Sea corridor

Suez on the map, the Cape on most sailings

The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Larne decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Destination port

EU battery rules apply in Northern Ireland

Northern Ireland follows the EU Battery Regulation under the Windsor Framework, and has since 18 February 2024, with the Batteries (Placing on the Market) (Northern Ireland) Regulations 2026 providing enforcement. Batteries sold there need the CE marking, plus the UK(NI) indication where a UK notified body did the assessment, so goods labelled only for Great Britain do not fit.

What Anxin does: We ask the importer whether the goods are for the Northern Ireland market and, if so, for the CE documentation from the manufacturer before loading.

  5. Import country

Customs declaration through CDS with a GB EORI

Every import into the UK is declared in HMRC's Customs Declaration Service. The importer or its agent needs an EORI number starting with GB (XI in Northern Ireland) and a CDS subscription, which HMRC grants within 2 hours or up to 5 working days if it runs more checks, so a first-time importer should subscribe well before the ship reaches Larne.

What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

Documents & compliance

Documents to line up for Dalian → Larne

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Dalian end

  • UN number, class, quantity and SDS reconciled across all documents before the Dalian filing
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the carrier and the voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into United Kingdom

  • CE marking (and UK(NI) indication where relevant) for goods sold in Northern Ireland
  • Battery compliance scheme (or NPWD registration) for portable batteries
  • Battery weight and chemistry per shipment for the importer's NPWD return

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Larne.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Dalian → Larne: questions we are asked

HMRC's Customs Declaration Service. The importer or agent needs a GB (or XI) EORI number and a CDS subscription; HMRC grants access within 2 hours or up to 5 working days.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
