Lithium batteries for IJmuiden go out of Nansha, at the mouth of the Pearl River. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of IJmuiden.
The Dutch side combines an interim registration route with strict port reporting. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
A battery register still waiting for Rijkswaterstaat, no collective scheme yet for industrial batteries, a 24-hour dangerous-goods report to the port, and the EU-wide CE and label duties.

Where this route gets difficult
Loading port first, then the sea leg, then IJmuiden and the Netherlands market.
The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Guangzhou leaves the box on the quay.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Guangzhou cut-off.
The Netherlands has not finished implementing the Battery Regulation: producers will register individually in a Rijkswaterstaat register that is not yet operational. Portable-battery producers can register with Stichting OPEN meanwhile, and its registration number and public producer list are the best available proof; EPAC and ARN cover e-bike and vehicle batteries.
What Anxin does: We ask the Dutch importer which collective scheme it uses and for the registration number it holds, so the buyer has something to show until the national register opens.
Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Netherlands are already collecting the supply-chain information they will need.
What Anxin does: We pass the Netherlands buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for Netherlands before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at IJmuiden.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Buyer asks for proof of registration that does not exist yet | Importer in the Netherlands | Collective-scheme registration number supplied | Importer |
| ENS not filed and the box is refused at loading | Loading port, Guangzhou | EORI and house-bill data passed to the filer at booking | Filer (carrier / forwarder) |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
