Lithium batteries for Molde go from the Pearl River Delta via Nansha. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Molde.

Norway, outside the EU but inside its customs security area, now wants Digitoll data before the first call. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Dongguan–Nansha one-box
  • Typhoon season Jun–Oct
  • Digitoll house consignment
  • SafeSeaNet Norway hazardous cargo report
  • Consignee EORI

Route profile

The Guangzhou → Molde route in brief

Origin port

Guangzhou (Nansha)

Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.

Import country

Norway

Norway's existing battery rules and producer responsibility companies, while the EU Battery Regulation waits for EEA incorporation.

Where this route gets difficult

What to watch between Guangzhou and Molde: 5 points

They run from the Guangzhou terminal through the voyage to Molde and the Norway import file.

  1. Origin port

Customs and MSA now compare packaging certificates

In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

Dongguan factory to Nansha: the new one-box route

On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.

What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  3. Sea corridor

Cape waters saw about a third of 2024's container losses

Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.

What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  4. Import country

Digitoll: cargo data 24 hours before the first Norwegian call

Norway's Digitoll for sea cargo became mandatory on 15 September 2026: the carrier or its representative sends transport, master and house consignment messages at least 24 hours before the first Norwegian call, and the importer declares in TVINN no later than arrival at Molde. The old direct-transfer arrangement ends on 1 March 2027.

What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Molde links to it before arrival.

  5. Import country

SafeSeaNet Norway needs the dangerous goods data

Ships with hazardous or noxious cargo report it in SafeSeaNet Norway no later than 24 hours before arrival at a Norwegian port, categorised correctly and backed by a manifest or cargo plan showing where the dangerous goods are stowed. That report draws on the shipper's declaration, so a mistake in Guangzhou reaches Molde intact.

What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Molde is built on consistent data.

Documents & compliance

Checklist for Guangzhou → Molde

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Guangzhou

  • Packaging certificate and MSA cargo report cross-checked line by line (UN number, packaging code, quantity)
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Waste container symbol and capacity marking checked against Norwegian rules
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

For the shipping line

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

At the Norway end

  • House consignment data for Digitoll and the TVINN declarant confirmed before arrival
  • Norwegian haulier briefed with UN 3480 class 9 and tunnel code (E)
  • Return company (producer responsibility) membership of the Norwegian importer

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Norway import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Guangzhou → Molde route

Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
